Federally Funded Active Transportation Projects

Rails-to-Trails Conservancy (RTC), through a cooperative agreement with the Federal Highway Administration (FHWA), manages the National Transportation Enhancements Clearinghouse. NTEC is a service to increase knowledge about the Transportation Enhancements (TE) program by providing professionals, policy makers and citizens with timely and accurate information to make well-informed decisions.

Since its creation through the 1991 ISTEA legislation, the TE program has been the primary funding source for trails, walking and bicycling in America. TE projects enhance the travel experience in America.

There are three core federal programs that fund projects that improve conditions for walking and bicycling:
