This lease and operating agreement between York County and Steam Into History, a non-profit tourist railroad operator along the Heritage Rail Trail County Park outlines the agreement between the municipal trail manager and the railroad. This relationship is unique in that the railroad is leasing the use of the corridor from the municipal parks department. Of particular note is the county's requirement that the railroad to indemnify York County, and agree to terms that no railroad activity may interfere with the recreational uses of the public trail. The county also requires the railroad to hold a $2 million insurance policy.
