Many federal transportation policies and programs could help redesign communities to work better for walking, biking and transit. One standout opportunity is to “flex” Federal highway funds—such as Surface Transportation Program Block Grants—to transit for purposes of addressing last-mile connectivity to public transportation. Such transfers are attractive because tapping into flexible highway funding can accelerate efforts to meet growing needs for safe places to walk and bike while increasing use of transit services.

Depending on where you live, this time of year may mean the prolonged dregs of winter, early signs of Spring, or some variation on “mud season.” But for most of the country—regardless of climate or geography—it’s also the height of the state legislative season. This week, the Coalition for Recreational Trails (CRT) honored this year’s recipients of the Tom Petri Recreational Trails Program Annual Achievement Awards, including twelve projects and a state recreational trails program. The awards—honoring former U.S. Representative Tom Petri (WI)—specifically recognize outstanding use of Recreational Trails Program (RTP) funds, which have historically supported states in developing and maintaining recreational trails and trail-related facilities around the country.

Despite Earlier Fears, the State of State Trail Funding Looks Strong

As of the summer of 2021, the state of trails in the states is much stronger than we anticipated. In the summer of 2020—RTC successfully fought an attempt by some Pennsylvania legislators to raid a state outdoor recreation fund that supports trails. Expected similar assaults elsewhere never materialized.
