TA Program Structure, Policies, and Procedures


  • TA program structure: Program is run through a state-level TAP office. Project sponsors apply through a competitive process with the applications being reviewed by the TAP Advisory Committee (TAPAC).
  • Who is eligible to apply: Local governments, regional transportation authorities, transit agencies, natural resource or public land agencies, school districts, tribal governments, and any other local or regional government entity with responsibility for oversight of transportation or recreational trails.
  • Application information: The application can be located online.
  • Application timeline: Deadline for application is April 1, 2015.
  • Application components: Project narrative, sponsor information, budget, eligible TAP activities, a resolution, proof of ownership, proof of State Historic Preservation Officer approval, legible maps and pictures, and proof of partnership with LPA (if applicable).
  • Selection criteria: Advisory Committee reviews all applications for eligibility.
  • Application tips: All the required materials are due to the TAP office by April 1, 2015. No extensions for any reason.
  • Is there an advisory committee?: Yes.
  • Advisory committee members: One representative from each of the following organizations: Arkansas Department of Health, Arkansas Municipal League, Association of Arkansas Counties, Bike Walk Arkansas, Arkansas State Chamber of Commerce, Arkansas Safe School Association, FHWA, Division Head of Project Management (PM), and Local Federal-aid Project Administration Section of PM.
  • Project award minimum: $20,000 for projects containing infrastructure components
  • Project award maximum: $500,000.00
  • Typical local match: 20%
  • Matching policies: Local match must be a cash match.
