TA Program Structure, Policies, and Procedures
- Application timeline: Application timeline varies by county.
- TA program structure: The program is run through a state-level TAP Office. The state uses a competitive selection process, and TAP funds are distributed directly by the state TAP Office. There is a mandated geographic distribution of funds: to the MPOs (by population) and then to six districts that cover the non-MPO area.
- Who is eligible to apply: Local government, regional transportation authorities, transit agencies, natural resource or public land agencies, school districts, non-profit partners, and tribal governments
- Application components: Online application, financial commitment letter, ADA/Title VI commitment letter, mapped project, identification of potential railroad and utility interactions, bridge inspection report, scope of work, cost estimate
- Selection criteria: Road AADT and AATT, LPA Past Performance; Planning Support, Community Support – Social Issues, Connectivity, Safety Improvements, Facility Condition, LPA who has Asset Management, Funding Participation, Funding Commitments, Economic Development; Previous/Existing Project and ADA accommodations
