TA Program Structure, Policies, and Procedures
- Application timeline: Based on availability of funds, CDOT conducts a call for grant applications every three years. CDOT will conduct the next call for Colorado based grant funded project applications in early 2026. Please see website for more information.
- TA program structure: CDOT is divided into five engineering regions throughout the state. A Regional Transportation Director (RTD) oversees each Region and has planning staff that will work with you throughout the application process.
- Application tips: All applicants should contact the appropriate CDOT Region TAP contact prior to developing your application. Submit application as early as possible.
- Who is eligible to apply: Local governments, regional transportation authorities, transit authorities, natural resource or public land agencies, school districts, tribal governments, Metropolitan Planning Organizations that represent an area with a population of 200,000 or under, any other local or regional governmental entity with responsibility for oversight of transportation or recreational trails, nonprofit organizations, otherwise known as organizations that qualify under the 501(c)(3) section of the US Internal Revenue Code that have been granted federal income tax exemption, and Partners: eligible applications may also partner with the following agencies to execute a project’s deliverables:
- A State Department, examples include: CDOT, DOLA, etc.
- Application components: Applicant information, project description, Eligibility, Funding, Required attachments, and signature
- Selection criteria: Project eligibility, completeness of application, demonstrated relationship to surface transportation, ability to meet match requirement, maintenance plan, accessibility, ability to meet all government requirements, demonstrated public need
- Is there an advisory committee?: Yes
- Advisory committee members: Projects are scored by five regional interdisciplinary review committees, one for each CDOT Region, and would include: Up to three CDOT regional representatives (e.g. planners, engineers, safety representatives) selected by the CDOT Region Transportation Director; A CDOT Division of Transportation Development (DTD) representative (e.g. bike/ped planner) selected by DTD Director; A CDOT Division of Transit and Rail (DTR) representative (e.g. transit planners) selected by DTR Director; The Transportation Planning Region (TPR) Chair (or designee) from each TPR
- Project award minimum: Varies by region.
- Project award maximum: Varies by region.
- Match requirement: 20%
