TA Program Structure, Policies, and Procedures

• Application timeline: Applications are accepted annually. Please see website for more information.
• TA program structure: The State Highway Administration promotes the development of TAP projects the state apportioned funds that may be obligated to any area in the state, selects the projects competitively, and provides some project support services.
• Who is eligible to apply: Local Governments, regional transportation authorities, transit agencies, natural resource and public land agencies, school districts and local education agencies, tribal governments, MPOs serving populations less than 200,000, non-profit entities and any local and governmental entity with oversight of transportation or recreational trails.
• Application information: The application form is available online.
• Application components: Project sponsor, ability to provide match/funding plan, TA eligibility, project description and implementation plan, cost estimates, project status (permits, environmental clearance, etc), right of way, public involvement, project maintenance plan, design specs
• Application tips: Projects that provide more than the minimum 20% cash match will be considered stronger applicants during the selection process. The TA Office provides implementation training and technical assistance to project sponsors. A mandatory kick-off meeting is held for each project, and comprehensive written guidelines are available online.
• Is there an advisory committee?: Yes
• Advisory committee members: SHA staff, MPO staff and associated Advisory Committees evaluate applications based on the eligibility and merits of individual projects.

• Typical local match: 20%
