An agreement entered into by the Atchison, Topeka and Santa Fe Railway Company and the Johnson County Park and Recreation District (Kansas), wherein the railroad allows for a bicycle/pedestrian trail, two bicycle/pedestrian tunnels, a wood rail fence and a chain link fence be constructed on their right-of-way. The district, at its expense, must: have the construction plans approved by the railroad, furnish all expenses associated with trail construction and insure the railroad in the amount of ten million dollars for public liability and property damage. The railroad will hire flagmen and watchmen during construction and pay for any costs associated with changes to the railroad. The plan also addresses the utilities, which are buried beneath the railroad.
