The team at Rails-to-Trails Conservancy has studied the ins and outs of the Bipartisan Infrastructure Law that includes about $1.44 billion in annual funding for Transportation Alternatives, and other breakthrough programs for trails, walking and bicycling—describing the BIL as a launching point to take the trail development movement to the next level, with work yet to be done.

In New Jersey, where I live, 82% of fatalities are on state, county and municipal roads. A disproportionate number of these deaths are pedestrians or cyclists, and members of vulnerable populations.

Last week, the federal officials released new guidance on the Transportation Alternatives (TA) Set-Aside. This guidance instructs state departments of transportation (DOTs) on how to implement the TA funding in alignment with policy changes included in the Bipartisan Infrastructure Law.

Tom Petri Awards Honor 13 Outstanding Trail Projects and Programs in 2021

This week, the Coalition for Recreational Trails (CRT) honored this year’s recipients of the Tom Petri Recreational Trails Program Annual Achievement Awards, including twelve projects and a state recreational trails program. The awards—honoring former U.S. Representative Tom Petri (WI)—specifically recognize outstanding use of Recreational Trails Program (RTP) funds, which have historically supported states in developing and maintaining recreational trails and trail-related facilities around the country.

Today, the U.S. House of Representatives passed the $1.2 trillion infrastructure bill, the bipartisan Infrastructure Investment and Jobs Act (IIJA) (H.R.3684), which passed the Senate in August. The bill will next head to President Biden for his signature, which is guaranteed. Here's what this means for trails, walking and biking.

The U.S. Senate today passed the Infrastructure Investment & Jobs Act, the bipartisan infrastructure deal that has been painstakingly negotiated by the White House and moderates of both parties—negotiators who were not necessarily experts in transportation policy. Rails-to-Trails Conservancy’s (RTC’s) analysis finds the end result to be lacking.

What’s Ahead for the Movement to Create Safe Outdoor Space in Every Neighborhood

An analysis of 31 trail counters for the week of March 16–22 found a nationwide trail usage increase of nearly 200% from that same week in 2019. It was clear that the demand for safe spaces to be active outside was far exceeding supply. The organization used this data as the driver for a petition that advocated for cities and towns to close streets to vehicle traffic (which had dropped substantially due to mandatory lockdowns), creating more places for people to walk, bike and roll at a safe distance from one another. In the transportation world, this is known as the Open Streets movement.

The Biden Administration unveiled The American Jobs Plan, outlining a series of strategies for investing in America’s infrastructure, including transportation. What the plan is missing, however, is a focus on creating low-stress walking and biking routes, like trail and active transportation networks, that are needed to increase rates of walking and biking, which is fundamental to the goals laid out by the administration.

COVID-19 Emergency Relief Act of 2020 Makes Funding Available for Transportation

The 116th Congress passed the $900 billion COVID-19 Emergency Relief Act of 2020, a wide-ranging economic stimulus package that includes support for transportation systems impacted by the ongoing pandemic. The package contains $14 billion for transit and $10 billion in flexible transportation funding for states and regions to support projects, maintenance, operations, personnel and debt service payments. The Federal Highway Administration must allocate the stimulus dollars to states by Jan. 27, 2020
