This new program was authorized in the Bipartisan Infrastructure Law at $200 million annually and subject to appropriations. The program establishes competitive connectivity grants that strategically invest in projects that connect active transportation networks, accelerating local and regional plans to create safe and convenient routes to everyday destinations. This program is not yet funded; advocates will be encouraged to engage in efforts to fully fund the program at $500 million in the FY23 appropriations process and beyond.

The following are eligible project sponsors or applicants:
- Local or regional governmental organization (including metropolitan planning organizations or regional planning organizations and councils)
- A multicounty special district
- A state
- A multistate group of governments
- Tribal governments
The following project types are eligible for funding:
- Active transportation projects or group of projects with a total cost of over $15 million, or total cost of $100,000 for planning and design grants.
Communities recognize that safe, connected active transportation infrastructure—like trails, sidewalks and protected bike lanes—is what they need to achieve their goals. The Active Transportation Infrastructure Investment Program is the best way to fully realize the opportunities for transformative transportation investment in the Bipartisan Infrastructure Law.
Dozens of national organizations have joined RTC in showing broad support to Congress to fully invest in the Active Transportation Infrastructure Investment Program, a critical tool in achieving our nation’s transportation goals. Members of Congress in the House and the Senate have signed on in support of funding the program in FY23 appropriations.
