Support for the Active Transportation Infrastructure Investment Program

Thanks to the great leadership of champions like Sens. Markey (Mass.) and Van Hollen (Md.) and Reps. Pappas (N.H – 1) and Huffman (Calif.-2), and the critical bipartisan support from Sens. Sullivan and Murkowski from Alaska, the Connecting America’s Active Transportation System (CAATS) Act was successfully authorized in the Infrastructure Investment and Jobs Act (otherwise known as the Bipartisan Infrastructure Law) as the Active Transportation Infrastructure Investment Program.

While this new program was authorized, it was not funded, leaving its future up to yearly appropriations processes. With full funding at $500 million per year, this new program could help meet the overwhelming demand for connected trail and active transportation networks that ensure people can get where they want to go safely and conveniently by foot, bike, or wheelchairall while creating new jobs, increasing transportation mode choice, and reducing carbon emissions.

Now, we need to the funding necessary to put this critical program to work. With our partners and champions, Rails-to-Trails Conservancy (RTC) has been seeking robust funding for the program through the Fiscal Year 2023 appropriations process. RTC has been working with the Senate and House, Transportation, Housing and Urban Development (THUD) subcommittees and with champions in both chambers to develop Dear Colleague letters that will demonstrate widespread and bipartisan support in Congress for this critical program.

Dozens of national organizations have joined RTC in showing broad support to Congress to fully invest in the Active Transportation Infrastructure Investment Program, a critical tool in achieving our nation’s transportation goals. Members of Congress in the House and the Senate have signed on in support of funding the program in FY23 appropriations.


What is the Active Transportation Infrastructure Investment Program?

The Active Transportation Infrastructure Investment Program is a new program, administered by the U.S. Department of Transportation (USDOT), that will provide competitive grants focused on connecting active transportation infrastructure. This program will provide larger grants, up to $25 million, to strategically invest in projects that connect active transportation networks, accelerating local and regional plans to create safe and convenient routes to everyday destinations.
